Gas Cookers in Flats - FSD Rules

I am aware that regulations changed in Jan 2008, which meant that any NEW gas cooker being installed in a Flat or other multi-occupancy dwelling had to be fitted with a Flame Safety Device (FSD) to each burner. Does the same apply to a second hand cooker without FSD. I am selling my Gas Cooker which is in excellent condition, but pre 2008. A friend wants to buy it, and lives ina Flat. He really wants it, but I am concerned he may find that installers refuse to fit.
