Is it blowing out cold air or not working at all??

It is blowing hor air when running really slowly then cold

It blows cold air, the fan obeys command from the speed switch and the air direction (screen, floor etc) all work fine and hot fluid appears to be passed into the matrix through the valve since it heats up both sides of the valve.
