When purchasing from a USA based online site is there an minimum amount you can have delivered to a EU country without having to pay VAT or Import tax?

Oh and as you also said "tan a EU country" the above link gives the details for imports into the UK, any other country will be governed by it's own rules for imports from outside the EU.
For delivery to the UK, it's called Low Value Consignment Relief. From 1st Nov 2011 anything with a value of £15 or below is exempt from import duty and/or VAT. (It used to be £18). But note that HMRC look upon the value of an item as being the sum of the basic cost of the item plus the postage paid to ship it. Doesn't give you much leeway! Other EU countries may have their own rules.
