Can a 30 year old do an Apprenticeship in Business administration ?

Y es you can-go for it. Gov is now making concessions.
Well you meet the age criteria, if that was the question.
Whether it is a good idea or not is really for you to decide, but different employers have vastly differing records regarding their ability to offer apprentices a decent deal out of this.
The advantages include a minimum level of training (normally day release at college) to gain you a formal qualification.
The disadvantges include the possibility of being exploited as cheap labour for the period of your apprenticeship - especially as you are of an age to have a fair bit of experience already.
But then in these austere times, it may be your best break.
