Try these facts.
Oxygen is needed for rusting as well as water.
Solubility of gases in water decreases as temperature rises.
You may have been better if you had posted this in the 'SCIENCE' section of this site.
The presence of an electrolyte enables electrolytic cellstodevelopon the surface of the steel.
Steel is not a pure metal but an alloy of several metals plus a few impurities
