The clue: 6d for school children's income.

The answer is paper round, BUT I can't see why from the picture clue. Basically it is a round ring ( hence the 'round' in paper round) and attached to the ring is a luggage label with the words 25p EACH (underlined).
Help! Paper round is definitely correct.........but why?

Sorry! Reference to my Daily Mail Pitcherwits question, the 6d is just the clue number. It looks like sixpence but isn't!!
