apparently I overpaid on my PAYE last financial year, if I had owed them this moneyu, would I have managed to not pay it for this long?

The trouble is most "customers" see HMRC as a huge impersonal organisation, rather than lots of individuals doing their best to give a decent service. (I'm not HMRC btw.)

sidkid is right, they pay you interest. I do not have a problem with HMRC they seem fair to me and I do not work for them.
I've never had any problems with HMRC either, they treat me fairly every time I have to contact them.
In January this year HMRC informed I had underpaid by £97-00, which I then paid.
Three days ago I received a cheque for £97-00 and a letter saying I had overpaid that amount. Is this a scam ? they take thousands of pounds, invest it and then pay the original amount back again, keeping the interest.
I received a cheque from them a few weeks back. I had over paid them by £37.70. In 2005!
Nice surprise though.
