How do I apply for a job like this?

I like the idea of a thinking day every fortnight.

Private companies often schedule meetings and planning sessions away from their busy and distracting offices.

Planning (or 'thinking time' as the Mail mischeviously calls it is essential. It is not skiving. I suspect that the people in charge at the Mail are on more than £200K. Perhaps they should take some thinking time and they might produce a better newspaper.
You wait for it to be advertised and apply. Given your obvious ability and understanding of the difference between employees and councillors you will be bound to succeed

And by private sector standards that guy is seriously underpaid anyway
I've just checked the council's website and the Mail seem to have inflated his salary by £15,000. He is actually on £185K.

If I can check such publicly available information, why can't an overpaid Mail hack? They ride a fine line between lies and sloppy journalism.

Hmm, Daily Mail General Trust Directors Emoluments for 2010.

I wonder how many days per week Viscount Rothemere spends away from his busy and distracting office environment in return for his total remuneration package of £1,308,000?

Or, M W H Morgan? (£1,290,000)
PM Fallon seems to be doing ok on £4,887,000

Maybe he has had a payrise since 18 months ago?

rojash - His salary is paid for by the taxpayer and shouldn't be compared to a corporation i think.
He has not had a pay rise. His salary is £181,429.

They get to £200K+ by including pension fees and returning Officer fee.
"rojash - His salary is paid for by the taxpayer and shouldn't be compared to a corporation i think"

So, basically you think that if someone is working for the good of the community, they should earn less?

Or maybe you feel that running an organisation like County Council is somehow easier?

Or perhaps you think that public bodies should aim to employ lower quality workers than the private sector?
// Mr Curran recognised the frustration but said since joining in 2004 he had helped turn Merton into a four-star council, transformed children’s services – which had previously been rated weak – and turned a £1.5m deficit into a £12m surplus. //

Overpaid? He sounds like good value for money.

He is overpaid and I'm sure there are many other suitable candidates that could do a better job for a lot less money. orgainisations in the private sector an pay what they like to their staff, because THEY pay for it. When the money comes from the public, they expect it to spent on services and front line staff. Not huge salaries for managers.
The public also pay for the private sector. If they want more profit, they just bung up their prices!

Clearly you've made a detailed study of him, his work and the alternative candidates.

I don't need to make a detailed study.
.It does not equate when David Cameron (a civil servant) earns £143k - without sinecure posts - running a country and this executive £200k for running a borough council.
A prime minster is not responsible for the day to day management of a country. That is done by senior civil servants.
You seem to be confusing elected representatives with appointed executives.
Senior civil servants carry out the Prime Ministers directives, the same principle applies to Local councils.
