What's the likely computer program/s used to change the man's voice in the Mini radio advert where his voice starts normal and goes lower than anyone really should?

It's likely to be anything which can run on a Mac, such as Adobe Audition, or it could simply be using an integral function within a commercial video editing suite.

Even a freebie audio program, such as Audacity, can do it easily (using Effect > Change Pitch).

I've just seen this question. As Chris mentions, there are a number of available products that will do this for you. Here is a quick demo of a voice changing using a software package called Cool Edit Pro.
