Has anybody else received notification from their bank that wef 22nd November cash withdrawals can only be done at atm s that belong to their own bank?

This was in the news recently. It applied only to customers with the most basic bank accounts at either RBS or Nat West (I can't remember which).

I'm with Nat West and haven't received any info.

i have re read my notification and factor is spot on.It will apply to my old basic account with Nat West but not my Ordinary current account.
why ?
i would guess it costs the banks to enable people to use other people's cash machines. I would also guess they don't make any money off basic accounts
