Just bought a laptop how do i get my webcam working please help .

It must have come with some documentation.

Or if not see if there is Toshiba help (user guide etc) installed on the computer

with my toshiba i put mouse arrow in top left hand side and menu for webcam comes up

lol VHG when I got my new PC earlier this year it didn't have a single piece of paper with it................

On many Dell's with integrated cam there is a keyboard button that switches it on, and the output is immediately displayed in a desktop window.
