Is it true that people who 'look like terrorists' are not being allowed on planes?

Yes. In the US, during the first few days after the terrorist attack, Asians and people of Middle Eastern appearance have been ordered off flights because 'the flight crew didn't feel safe' travelling with them.
This is strictly not airline policy. A memo to US Airways staff from their chairman said: 'It is important to remind ourselves that we must show the greatest respect, indeed, support for our Muslim, Arab-American and Middle Eastern co-workers and customers.'
And the chairman of AMR, which owns American Airlines, sent an email message to his staff, saying that they must avoid hatered at all costs: 'My fear is that it will be all too easy to direct our collective grief, anger and shock in ways that treat our Arab, Muslim and other Middle Eastern employees and customers with less than the absolute courtesy and respect that they deserve - because of stereotypes that we know in our heads and hearts are just not true.'
