Looking for a song

I am looking for a song name I heard years ago when I was younger. It was a techno/trance song (perhaps mistaken about the genre) with some whistle sounds in it (not this one https://www.youtube.com/watch?v=wkfcNaaICE4). The music video was sort of a video game / cartoon.

It also was featured on the Norwegian show "VG lista topp 20" in the same years as mentioned further down.

It should be from late 90s or early 2000 years. It may be as old as from 1993 but I doubt that.
