Can you rephrase it?
Involved in social services, in which way? what sort of students, school students, or students studying for a social services qualification. We need a lot more information. Are you in the UK?
Well, my experience is with High School students. I hope this is the age you are talking about here.
have you tried making them involved? i mean to come up with ideas of their own, brainstorming, making suggestions and votes?
For example if you need to fund a certain project, let them come up with ideas for things they can sell at school, set the price for it..etc. or may be create flyers for their campaign.
Also for motivation, tell them that their names will be mentioned with this project in newsletter/bulletin. Also let the Principal/Headmaster/other teachers acknowledge what they do...
If we followed the example of the International Baccalaureate, which is mooted as a replacement for GCSEs and A Levels, all students are required to do a CAS module in order to receive their diploma - it stands for Creativity Action Service and requires at least 50 hours work under each heading over a two year period whilst they are studying. This encourages volunteering at an early age.
