A friend of mine has told me that if you don`t ever use your OAP bus-pass you can exchange it for a reduced taxi fare. Has anyone else heard of this please?

It's not universal but I think some local authorities have a scheme along those lines

So it depends where you live.

Here in Suffolk, there is a "travel voucher scheme for those who are eligible by remoteness or disability. Customers who have travel vouchers waive their right to a free bus pass"

That means that you can only get vouchers for taxi travel if you can't make use of a pass pass (either because of a disability which prevents you from travelling bus or simply because there are no bus services where you live). It's not an alternative available to anyone who can make use of a bus pass.
