I received the goods but unfortunately there are not as described and fit for purpose.

I have returned the goods, but what I want to know is who pays for the return goods shipping fee please?

If the goods are not as described then the vendor should pay - whether he/she will is a different matter. You may have to open a dispute.
I've had this a few times.

Most of the time the buyer pays to return the item. There are some nice sellers out there who will pay for it though
you pay
Usually the seller will send you a refund less the postage, but if they are really nice they will send the postage as well. Good luck !
Oh and if they are really really nice, they will let you keep the goods and send a refund as well ! That happened to me once. I have done the same myself, with clothes, what is the point of getting them back if you don't want them? I just gave a refund and let them keep the goods.
If you are returning them as not fit for purpose then you should not be out of pocket in any way, the seller has to pay by law. (this may not count if it's not a UK seller)

This even extends to the point that if you had to return goods to a shop in town which required a bus ride, or paying parking then you can claim the costs of the retailer.
it is actually stated in the ebay guides that the buyer has to pay the return postage costs,I bought something recently that arrived broken and the return postage would have been more that what I paid but the seller very kindly just gave me a refund after I explained that without me having to send it back,I emailed them a pictute of the item and they passed it on to their supplier for a claim.
