Company Charters, do they actually mean anything?

Two weeks ago I made a complaint against a large local company on the grounds of discrimination. According to their Charter they will acknowledge complaints within 5 working days and investigate and respond with a result within 10 working days, so far I have heard nothing from them.
Yesterday morning I phoned them to be told that the people that would normally deal with these issues are on leave, she said she would find out what was happening and get straight back to me, I have still heard nothing. What do these Charters actually mean and what weight do they carry, if any?

Marketing rubbish, it means nothing, they are generally just a loose selection of "promises" outlining what the company aims to do for you but there is no legal standing to any of the promises (they tend to be such things as "we promise to answer your call within 5 rings")
