Prescriptive parking/easement/ Council want to sell space where we have parked for over 20 years

I own a house which has a garage at the back of the property. The road that accesses the garage is not registered with land registry, but the strip of land that we park on belongs to the local council. 5 cars currently park here and we cannot use our garage as a result. I have asked the council if we can lease part of the strip for our sole use to park, or if they can prevent other cars from parking there so we can gain access to our garage. The council have proposed making the strip into 3 parking spaces and selling them to the highest bidders. I have told them that I don't think they could do this as if they sell to someone else then I would still have no access to my garage. Do I have any rights over the strip?
