Downlights, loft insulation and ventilation?

What are the exact regs for fitting downlights to your bedroom ceiling with your loft space above and double fibreglass insulation between 200mm joists and boarded over? How much space needs to be cut away surrounding the light fitting and does a hole need to be made on the boarding above for ventilation of the fire rated fitting? Thanks in advance.
