Dollar - sounds like ("said") 'dolour'
Oh, ok :-) Hmm...
I agree. I hate these ones, but dolour fits the definition 'sorrow' which sounds like 'dollar' (said Bill).
...But "sorrow said" = Dollar (bill)...
Yes, could be either. The inverted commas lead me to believe that the answer is a word meaning sorrow, hence my choice of 'dolour'.
I can't see any way of telling in this clue whether the "said" - homophone - goes with the Sorrow or the Bill.
Precisely, ergo an imprecise clue.
