bluetooth usb adapter cannot be found by phones

i have brought a bluetooth usb adapter for my laptop as i want to move pictures and videos from my phone and a friends to the laptop. the adapter has 'fitted' itself to my laptop okay and can find our phones with no problem but the problem is when we try to find the laptop with our phones we cant. i was told it maybe because my phone is a cheap one although i have no problem sending pictures to other phones or photo kiosk's. my friends phone is not a cheap one although not costing hundreds either and that cannot find the laptop. does anyone have any ideas?

nothing to do with phones being cheap so long as they have blue tooth they will work in the end
if find my phone has to have its visibility in the on mode to be found first, then when its been found paired i can be switched off

found and paired ,it can be switched off (must wear my glasses more) lol

i thought cost should not matter either. we have double checked visability and thats been on. my friend does turn her's off but i never do so that doesn't seem to be the problem.

Your phone's BT may visible but is the dongle in the laptop visible, can't remember how it's done in windows but should be in the BT options somewhere.
