are there any regulations or guidelines, builders should adhere to when constructing in close proximity to animals. Have been searching the web with no luck for info. Plenty of safety measures to protect people, no references to livestock protection.

I suppose it depends on the building and its intended purpose. Livestock should be moved or 'controlled' by adequate fencing if there's a risk to them.
I'm unaware of any specific legislation, policies or guidelines. I would suggest that any responsible builder would simply liaise with the owner of the livestock, to ensure that no problems could occur.

No rules about this .. livestock specifically referring to cattle.
However, there are rules regarding wildlife conservation .. like building construction work continuance when bats, newts, and a few other species are involved.
