Willow Whips - when to cut

Hi. Can any tell me when is the best time to cut willow whips for re-planting? I live in the Highlands (in case this makes a difference). Thanks in avance.

Cutting them now in West Wales, maybe wait a week or two in the Highlands, just in case there's a hard frost.
