What are Bluetooth and infrared used for in a mobile phone? Why is it a good thing to have either of them?

Connecting to other devices. For example infared may connect to a pocket pc or a laptop so you can download phones numbers etc (with the use of special software) and blue tooth is more a connection method to connect peripherals such as a camera or headset.

Just to clarify......... infrared uses opitcal data transmission (line of sight) and Bluetooth uses RF (radio) data transmission.
