brand new software disc wont install...?

on win 7 which it states is compatible
its audio recorder 2.0 from honestech (i got it from serif)
ive tried all the various ways to get a disc to run and install and it gets as far as the user account control asking me if i want to allow the program to make changes...when i click yes...thats it, nothing further happens..and the disc makes no further noises in the drive
what could be wrong?
