My daughter bought an item from Ebay 7 weeks ago and after numerous e-mails to them and broken promises that it would be delivered, it has still not arrived and she says he has taken his shop off the site.

Ebay says its to late to claim after 45 days.

She paid through PayPal, can she get her £27 back?

It's certainly worth a try. Did your daughter not initiate a claim via eBay at the time of the problems? - the rules are very clear that they can only entertain a claim for a fixed period after the deal was struck.
i think the paypal limit is 45 days as well. you could always start the chargeback and see if it leads to anything, but as soon as something goes a bit iffy with an ebay transaction i lodge a report just to get things rolling. its easy to cancel/settle and if things go badly you will have met the timescales. its just business.
Ah, that's what I wasn't sure about, ankou - I've only ever claimed back/disputed via eBay, never need to resort to PayPal to do it so I wasn't sure about their deadline. Makes sense though - trt's daughter may have left it too late, sadly for her.
