Neighbours dumping rubbish in back garden!

Anyone know who I should contact or how I find out who their landlord is? Have emailed the council but am unhopeful.
Basically their wheelie bin is broken and can't be emptied so for the last 4 months they've been dumping black bin bags in their garden, right next to my gate (garden is bisected). There are at least 15 bags out there now, and pretty stinky even with the cold weather. I tried to get them a new bin but the council told me they had to do it, so I wrote them a note about it with the number etc on there. Nothing has happened and to be frank I'm too much of a wimp to go round there as we've had words before about the gate being left unlocked (I'm on my own with a small child).
Any help gratefully received people!!

call asap. We had a neighbour who did this and it took years to sort.
hire a skip for them as a crinbo prezzie and get it dumped at their front door
i would move it away from the gate to their front door
Call your local council environmental health department, explain the situation and then add that you have seen rats feeding from the rubbish bags.
One call will not sort it out, be persistent.
