Activating Bluetooth on SGH-J700

Hi does anyone know what is wrong with my mobiles bluetooth. The phone is Samsung SGH-J700, It keeps saying that my bluetooth is not activated so when i go into bluetooth settings and click yes to Activate Bluetooth all that happens is the little timer icon goes round and round as if its preparing to activate but nothing, it carrys on like this unless i turn the phone off. Can anyone help please xx

Doesn't bluetooth have to work with or for another piece of equipment??
