It could be the arm of your ballcock has warped a bit. Can you open the cistern and adjust the handle - so that the ballcock rises enough to shut off the valve?

If Boxtops suggestion doesn't work then it is probably the seal in ballcock valve that has given up or has a bit of grit in it.

Uncanny, plumber has just literally fixed exact same thing in 45 seconds about 15 mins ago!

Both the other answers are right, its the float level on your ballcock, he adjusted something on the end of wire attached to the ballcock, took 45 seconds!

Yes ..

You have to hold your cock up and make sure nothing comes out.
If it does you need to go to clinic ... sorry B&Q for some washers or a kit to repair.
