My upstairs neighbour has just flooded me out for the 4th time. I went up to see here 3 times today, she said she was going 2 work and there was little she could do. So I am now left with water pouring through my ceiling and she is not in now. What can I do??

Shouldn't have any difficulty making it stick in court, you have a clear case in the tort of negligence and /or nuisance.
yes, you contact her insurer, though if this is flats its probably all one insurer anyway. Or get her to pay to fix damage and decorate where needed.
