Swiss bank acount question

I remember back in the days criminals and those evading tax used to put their money in swiss accounts as from what I could understand the police or taxman couldn't gain access to it. Now with the terrorist threats are these accounts still as secure against the police and taxmen as I would've thought that the police now could access any account if they suspected terrorist activity. Can anyone enlighten me on this please?

However, while it will now abide by international rules on bank data sharing, it said it would only respond to "concrete and justified" requests.

Seems they're still honoring their word except in 100% cases in which there is proof to suspect something.
