The Commonwealth of Nations is a voluntary association of 54 independent sovereign states (one of whose membership is currently suspended). Most are former British colonies, or dependencies of these colonies. No one government in the Commonwealth exercises power over the others. (wiki says)

Well, seeing as how you lot sent your red-coated troops, sailors, and marines to conquer the world and run rampant amongst the natives and run amok against the the general populace, I would think that they can partake of the games....Just kidding:)
oi stewey...the russians were close & could have usurped us if the Tsar hadn't got an ailing child.
Wot, tambo, the "ailing child" did tell Mother Russia not to out and expand, or at least protect, their earth?

Say what you like about the former British Empire but isn't it nice that our former possessions still like to be part of a big family.
Apart from the U S A and Southern Ireland of course.
