joint ownership of property responsibilities

I would like to know what responsibilities does a joint owner who has willingly left the property and never has paid a mortgage payment, taxes, insurance or anything else for 7 of the 10 years owned. Would this person be responsible for half of the taxes, etc?. Also the mortgage is thru a private owner but both names are on the deed, tax papers, insurance and water bills.

speaking from experience a number of years ago, i left a property and paid nothing towards it but it was a joint mortgage with a mortgage lender. When my ex got into strife with the mortgage they chased me as well as i was on the mortgage.
