"Onion skins very thin, mild winter coming in, onion skins thick and tough coming winter very rough"
Sorry - make that "cold and rogh"

i would also think it could be to do with wearing layers of clothes, which gives the expession "more skins than an onion.

Thanks merrycrest have passed this on to grandson. His mum had found reference to condition of rocks being called onion skin but I've told him to impress teacher with this old saying.
 In folklore the weather was predicted by different fruit berries, and it true what has been said, onion weather is to do with skin. thick-cold thin-mild, as a matter of interest the onions I;ve dug up have very thin skins ! let's hope rhyme is true.
He might also be looking for onion skin weathering.  This is where rocks are alternately heated and cooled and the surface breaks and flakes like a peeling onion.  Found most frequently in deserts.
