mini coach owned by taxi firm

I live in scotland and hav a taxi firm parking a 20 seat mini coach in a small public car park right in front of my livingroom window. I have been told that a vehical that size must be parked on the taxi firms private land if not on hire does anyone know if thats right?

to me the word "public" says it all. It's up to the owners of the carpark to specify who they want there isn't it?
