A culvert is basically a covered channel for the drainage of water , often under roads.
To expand on Emilys answer, in engineering terms a culvert is any covered channel for the transportation of fluid (usually water). This can range from a drain under a country road to full size rivers. The River Fleet in London rises near Hampstead and empties into the Thames at Blackfriars, about 8 miles away and is now culverted for its whole length.
