The actual quotation is:

"Power tends to corrupt, and absolute power corrupts absolutely. Great men are almost always bad men, even when they exercise influence and not authority: still more when you superadd the tendency or certainty of corruption by full authority. There is no worse heresy than the fact that the office sanctifies the holder of it. "

Although no fan of Clegg, I would,t go that far yet.

By the way, Acton's remarks, as an RC, were made in the context of his opposition to the new doctrine of Papal Infallability, promulgated in 1870.
Clegg is nowhere near to having absolute power. He leads a minority party in a coalition.
The LibDem Party conference might be interesting. The grassroots of the party will get their say, and Mr Clegg can expect a bit of a rough ride. Despite being in power, we can expected an air of dissatisfaction within the party.
Nick Clegg does not have any power, but he has still been corrupted. I think he may pay for this at the next general election.
