I would call his actions very stupid and he should be thanking his lucky stars that he didn't hurt anyone. But I do know of others that fit your description.

ludwig, not murdering jack shows great strength of character, and could not be done by just any old disgusting and disgraceful example of the human race.
I think she should be not strung up for the crime she didn't commit. It's the only language these type of people don't understand.

Then why do they enforce driving laws ie 'drink driving', speeding, dangerous driving etc.

One has not caused any harm by disobeying them, but one is guilty of what could likely be the result of disobeying them.

The crime of drink driving is recklessly putting people in danger - that's why GMs been punished. Not for what he could have done, but for what he did.

If he'd killed someone that would be a different crime and he'd have been punished more severely one would hope.
yes, driving while drunk/drugged is a bad thing in itself, not just because of the threat it poses to photo shops. And as it's not a first offence, the punishment is fair. But the 'disgusting and disgraceful' business is just hysteria. What epithets do you keep in reserve for people who actually do kill others?
And what about conspiracy ? The agreement itself is a crime, regardless of whether or not the crime agreed upon is committed or attempted.

Drink-drivers, speeders, dangerous drivers etc are punished more severely if their behaviour causes significant damage to property or any injury to another. . The sentence seems about right ('Mr Loophole' interviewed on TV, thinks it harsh, but he would!)
