Although it has not yet been officially announced by either the Royal Mint or the Treasury, it is proposed that next year the 5p and 10p coins will be made of nickel-plated steel instead of the more expensive cupronickel, an alloy made of 75 per cent copper, 25 per cent nickel.

When through usage, these new coins lose their nickel plating, will they in time rust?

not if they continue to be handled..skin oils should stop the rust
Doesn't seem to have happened with the 1 & 2p coins, they've been copper plated steel since 1992. Not sure how either of your scenarios qualifies as a disaster though.
The 2p coin is currently 93% mild-steel and 7% copper.
