Coucil repairs.

I have lived in my council property for 8 years and have always looked after it. About 5 years ago to the steps and patio area in the garden started to crumble,I phoned the council to ask what to do only to be told that it was my responsibility.
Over the last few years it has got worse and I have tried to keep it safe but can not afford to replace the whole patio area.
Yesterday a whole piece of concrete that surrounds a drain cover [this is also part of a step] cracked in half when I stepped on the adjacent step. I phoned the council and they agreed to send a team out to look at it. After a lot of beard scratching [and yes they did have beards...lol] they said that it was a job for the inspector!
They feel that the whole patio need removing along with an air raid shelter [yes the property is that old] down to the footings and replacing.
Then they said I would be billed for the job!
I really can not afford this, I mean what am I looking at £5000 upwards!
What can I do? Surely a land lord is responsible for the building! I have insurance but only contents so obviously this is not covered, but it is starting to get dangerous out there!
Any advice much appreciated.

I have lived in council properties in the past and was always of the opinion that any outside paving and concrete was their responsibility to repair. In my last home they came and replaced the garden path as the slabs were cracked and lifted, I was not billed for it. They did try to bill me for a fence that had been vandalised but said if I were to report the vandalism to the police and provide the council with the crime number they would then repair it for free, which is what I did.
