There are few enough police already. If budget cuts mean even less police patrols will anarchy reign?

They will rely more on CCTV, as it's cheaper than a policeman. You will find cuts happen all over now, not just the police force.

there is an all out strike taking place in Athens today, due to austerity cuts
Anarchy didn't reign before when there were smaller budgets and possibly fewer patrols. I hope we are not less competent than our forefathers were at upholding the law with what the people can afford.
Perhaps we should be asking if the best use of Police is walking about the place making people feel safe.

How many arrests come from beat officers? I don't know but I'd guess precious few.

Judge the Police's performance by the crime figure not by how many police you see on the streets
Yes ....the police will issue self arrest kits.
It will be online ....via gov web site ...
You will fill in form ...tick box for crime type ...and guilty or not and then get a access code for the prison . However you can select your prison based on a star rating system.
Same thing happened under conservative rule back in the late 80's early 90's.......Daunting to say the least?
