The first appearance of a similar a phrase in print, in 1895, referred to people having fun. It actually used the idea of "a barrel of monkeys" Since then, a bushel, a cart-load, a wagon-load and a boat-load have all been used in conjunction with monkeys to mean fun, mischief, jolliness, craftiness or disorder.
