How do i make a .ico?

Is there a free program that allows me to make a .ico?? or can i use something like paint shop pro / Adobe to make it?

going to google and typing 'freeware icon editor' will bring up several possibilities. I use one by "Gary's Software" simply called Icon Editor though I couldn't find it on that search.
