The charger for my 12volt cordless drill has stopped working. Can I connect up to a14 volt charger (using wires if the holder does not fit)?

Anything above the specified voltage will burn it out eventually, probably sooner than later. It could also be a fire risk.
It depends.
To charge something to 12V requires a source of more than 12V so the original charger would have been this. Usually a 12V charger output be about 13V when the battery is fully charged. It really depends on what the maximum voltage on your 14V charger is.
Do be careful if it doesn't fit the charger properly! If you use wires, then you must connect all three contacts - the third one is an over-temerature sensor inside the battery - if you overcharge without this connected it will get extremely hot - to the point of melting all the plastic with the risk of fire!! I only did it once..................
