Should do, my chart here says small letter up to 20g weight - 60p.
No, stamps are a helluva lot smaller than envelopes.

I recently sent a small letter to France air-mail and was charged 56p by the PO.
They dont like you using the stamps that simply say "1" on them as the French dont know how much you have been charged!!! Always better to support your local PO and get it sent properly :)
