It probably refers to the waist size in inches so would be around a size 6-8.
If it is actually US size 25 then they are probably a size 28-30.

There miss sixty size 25

I think one needs to state in what country your starting size is quoted.
Mind you, a good Googling, would probably give you the answer.

Miss sixty don't make larger ladies clothes so I would imagine it is the first size I mentioned.

size 0 is 24 so I assume that size 25 is 1 ?

Miss sixty size 25 is a uk size 8 according to the site I have just been on.

UK doesn't have a size 1 (except in shoes) so the site you got your info from must not be a UK one.

There a size 8
Still not gonna fit lol so i wont be bidding on them
