Bell+eg+i (that's to be made out says to me that the i should be inserted) but I could be wrong. Anagram
only thing I can see is ......scramble 'bell eg' and you have the letters of bell together with either ie or eg which means 'that is'. Not a very good explanation and I'm sure those better than me will do it better!
