Best thing to do is apply for a loan or credit card and establish whether he is credit worthy.

Credit records are based on a number of factors and how potential lenders decide on who should get credit is different throughout the 'borrowing' world.  What goes in favour is long standing employment, length of time with bank, length of time at address and of course the crucial electoral register.

Just apply to his bank for their stock credit card and use it and pay it off each month.
Is he on the electoral register? That will help.
