My friend who's 72 gets hers from More Than.....she has osteoporosis...
Go to Age Concern, they will tell you where the best prices are.
Try comparison websites and get quotes. Check out http://theycompare.co.uk , http://gocompare.com , http://travelsupermarket.com
I have Osteoporosis and get my travel insurance through Boots
Ask at your local Post Office as they do Travel Insurance
Many charity websites, dedicated to supporting those with disabilities or medical conditions, include a link to these people:

We have found Help the Aged have an excellent insurance which is very flexible
I work for the post office, and we certainly insure the older generation.

you need to call them for the price though: 0800 294 2292
we have promo codes in-branch, ours is 005 1047 not sure if she'd qualify for any offers, but worth quoting it anyway. A lot of our customers are pensioners, and we've helped quite a few call for ins qts, so it must be reasonable.
good luck.
