How Do You Block Access To A Website?

My sister wants to block access to a website that she's found out her boyfriend goes on (don't ask!!).

I thought it was a case of going into Tools, Internet Options and changing your privacy settings (I found this on the internet somewhere!) but she says that doesn't seem to have worked. Someone mentioned another way of doing this - typing some sort of command into your notepad - does that sound correct and if so, how do you do it?

What happens once the website is blocked? Would her boyfriend get a message saying it had been blocked or would it just not "connect"??

Any replies (in layman's terms please!) gratefully received!! As I told her, I might work on computers every day, but that doesn't mean I understand them!!
